I think this is the best card within your price category. I can't find a benchmark comparing to the 6200, though. The 6200 does come in 64-bit and 128-bit varieties - I'm pretty sure the one linked to above is 64-bit, there is a price jump to the 128-bit cards.

I doubt a 4-pipe 64bit memory card like the 6200 is going to give you decent framerates for MMORPG games like WoW and Guild Wars, unless he plays at moderate resolution and visual settings.
Is there any way he can save up another $30.00 or so and upgrade to a 9800 card?
