What is a RPC stub error?

When I try to install software, sometimes I get the following error and the install terminates.


Unhandled Exception

Error Number 0x0070725
Description: Incompatible version of the RPC stub

Setup will now terminate

How do I fix this. I'm using windows 98 2nd ed. I also have a problem in IE 6.0.26 . Whenever I click on a link at a site, I get a new window with nothing in it. Are these two problems related?
