If those who live in the other units do not address the problem then there is really not much you can do as the roaches from the other units will always come back to your friends. His best option is to move. Also if and when he does move he should fumigate all his belongings as there probably will be some roaches who will hitch a ride with those belongings and eventually infest his new digs.
