The VX924's latency isn't great/is bad when looking at the entire range. Overall, the Viewsonic VP191 is the best LCD in terms of response time.

ahem, you forgot about the Samsung 193P+...And, if your buying a Viewsonic VP191B/S, make sure you get the new revision, the one that states 8MS (G-T-G)

The ViewSonic VP191 isn't under $400 yet - its $469 at NewEgg. And The SamSung 193P+ is $599 at NewEgg. I only mentioned monitors in the OPs price range.

I'd get the either the BenQ FP91G+, the Samsung 915N, or the Hyundai L90D+ if I was buying right now. All are in the low $300's. The Samsung is currently below $300 after rebate.
