What does "affordable" mean to you? Cartridge razor == low handle cost, high cartridge cost. Safety ("DE") razor == higher handle cost, low blade cost. Also, you want to get as few cartridge blades as possible...more blades in the cartridge == more chance for irritation.

Cheap cartridge-type: Gillette Sensor Excel (or drug store equivalent). Just be sure to get the two blade Excel cartridges, not the three blade Excel3. Handle ~$6, cartridges ~$1.

Cheap safety razor and blades: Cotton Blossom Crafts' Weishi safety razor. Handle ~$15 (+s&h), blades <$0.50.

Two other costs you should consider: an inexpensive shaving brush ($6-12) and decent lather shaving cream or soap ($1-6). Williams or Surrey shaving soap is about $1 in drugstores or *-marts; Target carries Proraso shaving cream and shaving soap (in their "spa" isle) which are excellent.

I use the cheapest POS I can find at WalMart. They are 1$ for five double-bladed razors that don't appear to be any duller than any other razors I've used.
