3-11 in NYC is a non-emergency reporting number.. Think of it as 9-11 for non-life threatening things ("my water isn't working!" "Where can I go to get a parking ticket paid", etc)

Dude, I told you what 311 in the context of that conversation means.. It's also a police call number ("attention all units, a 311 is taking place on 5th and burk ave.) and a band.. THose guys, however, were talking about the non-emergency government information line in nyc..
