What in the nine hells is the hard disk's 'service cylinder'?

Tufftest says there's something wrong with almost every head in my old 5GB Fujitsu's 'service cylinder'. It says the service cylinder is the one right after the last data cylinder. Fujitsus own diagnostic program sees nothing wrong with the disk.

What IS the service cylinder? If it is common occurence in all hard-drives, it has to go under a more popular name, because I cannot find a single reference to this thing anywhere on the Net. Come on anandtechers, show me your power.
 
You mean by the program, or sort of automatically by the harddrive itself?

It's not entirely impossible, but if it's done by the program (just to show) it doesn't make sense. And thinking about it, I've never heard that harddrives could move around their injured parts, so to speak.
Then again, I haven't actually seen Tufftest complain about any other heads than those in the service cylinder 🙂
