imagine How much easier it would be to make policy if there's a $ amount on human life.

death penalty
healthcare: if its more expensive to treat than what their remaining worth is, let them die.
etc

wonder why no country in the recent world have put $ on human life and based policies on it?

 Is very common - so much so that the US does so by agency because it can't agree on an exact amount. They bury it in their calculations so its a bit difficult to find on the internet but the NYT did an article about it a couple of years ago:

http://www.nytimes.com/2011/02/24/opinion/l24life.html?ref=officeofmanagementandbudget
http://www.nytimes.com/2011/02/17/business/economy/17regulation.html?sq=a%20life%E2%80%99s%20value?%20it%20may%20depend%20on%20the%20agency&st=cse&adxnnl=1&scp=1&adxnnlx=1298048455-n2wAs5FV9jQ2MnDxN3Jr0g

Of course its going to vary by country but good luck getting people to not criticize decisions based on a monetary value.
