Excluding the title which is obviously trolling...
With or without the existing safety net the birthrate would be similar. Simply put children, when not working, are expensive and the existing safety net only covers part of it.

China recently changed their one-child policy and are now allowing 2 children per couple:

but many people there said they're probably not going to have a 2nd child because they cant afford it.

What if the US didn't have a safety net that encourages the poor to have kids like bunnies?

Would those be the same Republicans who are in favor of allowing employers to deny their employees birth control coverage on their health insurance? Would it be the same Republicans who bend over backwards to deny women the ability to get an abortion? What's China's stance on birth control, such that people can confidently state that they're only going to have one child?

Yes. Because zygotes are "babies" and babies of poor people are "takers."

If certain welfare benefits didn't scale with having more kids, many people would just have less kids since its simply a matter of incentives.

Regardless, 85% of the funds that go towards providing these welfare benefits actually just pay the salaries and pensions of government administrators and bureaucrats. Government welfare is mostly a jobs program, rather than designed to help the poor. You could achieve the same just by giving the same benefit in the form of negative tax rates rather than have the government take a 85% cut.

Then are those who say people having kids is bad when you're poor.

If Government would get out of the way, then parents can raise their children, like they have done for thousands of years, and without bicycle helmets.

The U.S does allow poor people to die everyday. Homeless die on the streets each night and big cities. I am sure some of them are children.

So the OP is asking why the US doesn't aspire to be like China? The OP is advocating for a poorer populace without a safety net as a reasonable way to slow our population growth (which is already on a downward trend BTW.)

Not sure about children but each years tens of thousands of homeless adults die from exposure to the heat, cold, rain, snow or even starvation, and lack of medical care. They are often burred quickly in mass graves. I believe in my area they get 5 or 6 bodies a week, usually found under a bridge or some ditch.

Source? I have a feeling that lack of medical care is going to be the predominant factor, and that is of course complicated by the fact that the homeless have much higher rates of mental illness and drug use.
