I use norton internet security 2003...but from what I hear a router is the best protection

Not exactly. Most SOHO routers will do NAT (Network Address Translation). If a packet is incoming, but doesn't have a direction to go, it will be filtered out when it hits the router (usually).

A firewall will block/allow information based on settings and ports that you specify. Most of the newer SOHO gear will do that, too, but there is a difference between a router and a true firewall.
