What happens when a fan doesn't start spinning?

If I decided to undervolt a case fan for quieter operation, and the voltage isn't high enough for the fan to start spinning, will that cause any damage to the fan? Or PSU?

The only way you could damage the PSU is if you were doing things the very awkward way and decide to play around with popping out pushpins, maybe soldering and some awkward stuff that isn't really necessary when you can buy 5v or 7v fan adapters or just go for a nice 5 1/2" bay Rheobus and have full variable control over the fans.

Undervolting does not damage fans and feeding them a voltage lower than their startup voltage will not damage them either.

Undervolting is fine and if you do it the normal way the worst that will happen is that the fan wont spin. thats all. You can even push 13v into a 12v fan and enjoy the after effects :p
