What happens to domain names when they expire? Are they made available again?

I heard something about registrars holding onto them in order to auction them.

Yea, Network Solutions has been holding onto one that I've been waiting for since Sept 11. I read a press release a few months ago about them opening up some sort of auction site for expired domains.

Another reason to use a different registrar than the evil of NSI.
