what happened to the user rating system?

It's not that we lost it, it's that the feature of not having it was added in the last upgrade. Just like how the features of not having a working search, not having user defined font sizes, not having non-retarded smileys, and not having a screwed up reply page have all been added. It's not a bug, it's a feature.
