His support for the PLO economically was well documented. I also find it extremely difficult to believe that individuals associated with AQ could not only receive medical treatment at an Iraqi military hospital, but that they could even operate in Baghdad without Saddams knowledge and approval. Saddam did not have any "official organs" of his regime that were designed to commit terrorist attacks. It has been speculated that the groups Putin was speaking of included outside terrorist groups such as AQ, Hez, and the PLO. The question of where certain large quantities of WMD is still unanswered. The theory that they were transported to Syria before, during, and even after the war seems reasonable, although unsubstantiated.
I have to disagree with your assesment of his intellect. Saddam banked on the support he bought in the UN to insure his grasp on power while not complying. His addled mind actually believed that he could ignore the UN, but that everyone else would adhere to their "authority". His lack of insight coupled with his delusional beliefs brought about his own demise, thankfully.
