What explains the baby boom in California during the 1980s?

I was looking at Canada's population and noticed this.

Canada, Australia and California have relatively similar population increments except for that sudden increase of slope for California during the 80s. Was there a sudden increase in immigration and/or birth rate (both being possibly related if a significant proportion of new immigrants have more children)?

A certain race here doesn't believe in birth control and of course they base it on religion. But its okay to go to 7-11 at 9am and get beers, drink them then go mow lawns.
 
norCal went from SF and a bunch of nearby small, sleepy towns to a tech boom in a matter of years in the 70s. population skyrocketd.

Yeah, because people in the technology field are known for their high breeding rates...

no but a lot of people migrated there, plus tech people tend to wait until its smart to have kids. If they got a good, reliable, high paying job thats probably the best time to start your family.

Or, they could just game the WELFARE program that was rampantly abused for decades... Why work when you could just form babbies and have the gubermint pay for them, all of them.

I actually thought that was more of a problem in DC and Boston and such.
Didnt know that california kept raising your welfare after moving there and having even more kids.

So in theory wouldnt their generous policies have cleaned out a lot of welfare leaches from other places in America?

You know, the Welfare Reform Act of 1996 made "welfare queens" not a viable thing anymore. Sure, yeah, everybody knows a guy who knew a guy, but realistically, you might want to get that stick out of your ass and come up with some new talking points - it's been almost 20 years.

My reply was tongue in cheek. Most smart people wait until they are financially secure to start a family, regardless of where they are located. It is a good theory, and again my reply was sarcasm.

My wife works at the county as a "human assistance worker." I often travel to a lot of low-income housing projects and their management companies for my work. Living off the government is alive and well, it only changed. Where is your information coming from? This applies to all the races.
