The way they explained it to me, it was running your phone service over your cable. They insist that if the cable goes out it doesn't affect your phone service. I try not to deal with AT&T, since I have had billing problems with every AT&T service I ever used: cable, wireless phone, and long distance. They still owe me $70 on my cell phone bill which they claim to have straightened out three times since December.
