Because it's stupid, it will just artificially increase the price for the buyers.
Think about it.
$50 item
Buyer 1 - sets max bid at $70
Buyer 2 - sets max bid at $90
If neither bidders had set a maximum, they might have been able to snag it for $51 using an auction sniper.

I've been using it for about 2.5 years. I use it mostly on higher dollar items that I don't want to get bid up.
