It provide voltage for I/O components in ur system. Generally, increasing the I/O voltage helps in O/C.

ok cool, i'm gonna try that next, by how much should i up it by each time?

Up it the smallest amount possible and see if anything changes. I would say that overall you don't want to increase it more than 10%.

Up to 3.6v...is OK.
