What does "Proper" mean...in the context of "Buffalo Proper"??

By the way - There is nothing proper about Buffalo.

Hey buddy, only Buffalonians can talk bad about this God-forsaken city just like black people and the N-word! Anyway, yeah our teams suck, our weather sucks, our economy really sucks, but dammit, our wings are GODLY. We also have direct access to the Canadian Ballet without actually having to live in Canada.
