What does it mean when your computer...

You'll have to look at your motherboard manual or manufacturer website for a key that tells you what the beeping combinations mean.

EDIT: Yeah. AmdEmAll is right. It means that either there's no video signal or your video card memory is bad. Check page 41 of your P3V4X manual (it turns out we have the same motherboard).
 
That means there is no video signal. Im pretty sure about that. Make sure the card is fully seated in the slot.
 
most of the time when a comp doesn't boot and produces beeps, its either a video card or ram not being seated correctly.
 
Yep there right, just open up your case and make sure noth your vid card and dimms are firmly pushed into there slots.
 
It is seated fine. Other video cards work, and the card I'm useing works on other computers fine.
Does this have anything to do with the power supply?
 
It has to be a problem with your video card. It isn't possible to pinpoint the faulty component on the card using only POST beeps, and it doesn't really matter since the card will probably have to be replaced. I hope it has a warranty...

There are several POST beep codes that are usually the same for all BIOSes. The beep code in question is for a video problem...not a memory or power problem.
 
Yeah, this reminds me of a computer I worked on.

It had an PCI ATI Rage Pro, but it would not work in that system, no matter what PCI slot I tried. I tried other PCI video cards, they worked fine, this one just would not work. However, it would work fine in other computers. (I tried it in 2 others.)
