What does it mean when I see the BIOS screen but can't access it?

So basically when I turn on the PC it boots to the BIOS screen, but I can't do anything else. Can't access BIOS options or the Boot menu. Also the keyboard does'nt respond (although it does flash when I first power on) can't toggle caps or num lock.

I'm hoping the mobo is'nt bad as I have no money for replacement parts right now. I took out both memory modules and tried them individually with the same response. Removing both memory modules results in a black screen with the customary beeps (as it should). There are no add-on cards installed. Also I did'nt notice any swollen or blown capacitors.

Any suggestions?
 
Try a different port for the keyboard if USB, also connect it directly instead of using a hub.

If that fails try a different keyboard.
 
If you have access to one and the motherboard has the port, try a PS/2 keyboard.
 
I seem to recall some motherboards simply don't support USB keyboards when accessing the BIOS settings. Does your motherboard have a PS/2 port? If so, that would probably work fine.

You may want to check and see if there is a BIOS update for your system that solves the problem. Or you might try picking up one of these things:

I tried using both usb and ps2 keyboards, I get the same screen. Not sure if I can even flash the BIOS at this point.
 
Make sure you aren't spamming the DEL key - just press it once or twice. And yeah, before I got my 7G I had to keep a spare PS/2 keyboard handy to get into the BIOS/choose Windows boot options.
 
Try it without any keyboard connected. If it is still going into the BIOS setup screen with no KB connected, then you definitely need to reset the CMOS or it's just bad.
