What does it mean if horizontal green lines are all over screen?

Sometimes on google and other things text will be snowed out and i can't see it, this has just happened like 5 minutes ago, is it a dying monitor, PSU, or videocard?

Sounds like video card artifacting, which would indicate a faulty video card. If you have another card that you can use to test, I'd try that.

PSU? .. I don't know maybe the optical drive?

On a serious note, borrow a GPU from a friend or connect to another monitor or TV if you can to see where the problem is. I just had an LCD fail on me last week.

Is this a crt or lcd ?

If its CRT it could be the monitor failing and you are seeing scan lines.

Could be either - try using the monitor with another computer.

Had vertical green lines that heralded the death of my last dell 20"...
