What does CAS3 or CAS2 on memory mean?

I know CAS2 is better, but what does it mean? How much of a performance difference is there from CAS3 to CAS2?

there is a very tiny performance difference. i think something along the lines of a 5-10% increase in the seek times for memory, or something like that. (its almost nothing)
