Do it like one of the Greek City-States did, once a person reaches Age X, they automatically are part of the Government and Vote on each issue. For them the age was 40, but I suspect that was likely due to a low Life Expectancy, so that number would need to be raised. The advantage to that system is that no popularity contests are required, no need to lie or evade either. Just survive long enough. Wouldn't eliminate Corruption, but I suspect that the numbers of Parliamentarians/Congress Persons(or whatever they'd be called) would be so great that corruption would be difficult.

^^Not entirely feasable, but as technology continues to progress it becomes increasingly so.

LMAO. Oh yeah, they have talents and capabilities alright. Those talents and capabilities fall along lines very similar to the talents and capabilities of a con artist, huckster and grifter.

That's exactly how it was done in ancient Athens. Except for a few select military leaders, all civil leaders were chosen by lot from the citizenry. I'm not sure how it'd work today, however.
