resume downloads. It doesn't have to be anything sophisticated, in fact all i really want is download resume and pause.

Proxomitron will block them, and pretty much anything else you can think of. If it doesn't block them, you can add the code to block them yourself.

I think an integrated MS popup stopper will be useless, as it won't be customisable or user-updatable, and webmasters will waste no time in devising popups that can get around it. As is already mentioned, stuff like flash popups will replace them even if MS manages to do a decent job.

Finally made the leap to firebird 6 months ago and haven't looked back.
