Huh? Photoshop is a graphics design program. You cannot make a webpage that I'm aware of.

In the past two years however, most websites are coded with CSS.

Most of the web designers that I know, including myself, use Photoshop as a tool to pre-viz designs. After creating a mock-up in Photoshop, they will take the time to separate the elements into CSS, HTML, and the necessary graphics.

It's become pretty popular to make a site in photoshop and then just do some cuts and make a quick webpage of it.
 
I should mention I have no idea how to use CSS. My abilities are limited to what I can make in photoshop and then slice to throw into dreamweaver
