I think flirting was the wrong word to use there, as well. But if you're spending a lot of time with someone, saying things you wouldn't say in front of your SO, then it's definitely cheating.

Cheating isnt some arbitrary set of rules everyone can follow. If your SO thinks it's cheating, it's cheating.
 
If you have to ask if something you're doing is cheating, then just be an adult and end the relationship. There are few things worse you can do to a person than to cheat on them.

The poll is a little inconsistent. A SO may flirt with someone else, but it may be just for fun without any serious intention (that I'm fine with), fantasizing about someone else is more serious IMHO because it means SO is not satisfied with a regular partner and is more likely to cheat.

So what do you consider cheating? When you say someone is more likely to cheat fantasizing about someone else, I take it you mean cheating is sex.

On a side note, where did the term cheating come from, cheating usually gives you an upper hand.

How is fantasizing about someone any different than looking at porn?
 
If you're married, all. Marriage vows usually include things like "forsaking all others", "love, honor, and cherish", and "till death do us part". If you promise to do these things and then don't do them, you're cheating.

If you're not married...too complex to get into right now. The short answer is probably any of them if you're in a committed relationship.
