What do to to Windows not put a Recycle Bin on FAT32 flash drive?

It does not put a Recycle Bin on some external USB flash devices I attach nor some factory formatted USB flash drives however it puts the Recycle Bins on drives formatted by me. How can I turn off this 'feature'?

Slightly related question: does it make a difference what software I use to format the drives for interoperability? Best practice?

Use FAT32, and you should avoid interoperability problems, and not get a drive-level recycle bin. But, you'll be stuck with 4GB max file sizes.

You only need additional software to make a >32GB FAT32 partition, as Microsoft set that as an artificial limitation, years ago.

You can't turn it off. It has to do with device manufacturers not setting their thumb drives up to identify themselves as removable media. Notice the drives that do this show up as a hard disk in Windows.
