In all likelyhood, you are reffering to the high quality ICS Rambus Clock generators that are on newer revisions of Asus P4T-E and Abit TH7II. If lower quality chips are used, you won't be able to run your RAM at PC1066 speeds even if it can.

they (ics) make clock generators, i dont really know what they do, but i know theyre important in overclocking... ics is a popular brand, ive seen them on almost every motherboard ive used (high and low end)..

i know that may not have helped too much, but it might set you closer to what you need.. =]
