What determines fast load and exit of programs given the same HDD&RAM?

I'm thinking of overclocking Duron 600, but I heard it doesn't make that much difference in performance of applications. Can someone please tell me what is the biggest contributor in startup and loading applications speed.

Have you tried defragmenting your computer? Make sure the box that says SPEED UP PROGRAMS is selected. By defragmenting, the harddrive doesn't need to jump from place to place to grab information, defragmenting places everything into neat sections on your harddrive.
 
Defragging does help, however, much of how fast software loads is dependent on the software itself. As software has become more complex, load times have increased even as computers have gotten many times faster. Most software now is written in C or derivatives of it, which is much slower than older programs written in machine codes.
