What CPU fan to get???

Scythe Ninja, Thermalright Ultra-120, Tuniq Tower 120, Zalman 9700, etc.

There are lots of good coolers.

These will all fit a mid tower.

I recommend the Artic cooling Freezer 7. It cools nicely and is the cheapest of the bunch(SVC.com)

For what you are asking, you're going to sacrifice one of the following:

a) speed
b) noise

You can't have both high speed and low noise. When overclocking, you will increase the fan RPM.

The larger HSFs were designed with excellent cooling in mind. If you're going with a mild overclock, stick with stock.
 
For quiet-ness AND performance, I believe the best bet is the Artic Freezer 7. Don't get it off Newegg, it's wildly overpriced there, but you should be able to find it for ~30 bucks at a few other places. It's good for an overclocked chip. :thumbsup:
 
from the anandtech reviews, it seems that the thermalright ultra 120 is in terms of cooling performance is top dog right now. So if money is not an issue, you might consider that one and buy a silent fan for it
