What could cause a computer to not even turn on?

My cousin gave me a KT266 reference board a few weeks ago and I've set up a system using the board. Since it's a reference board, the jumpers aren't labeled as clearly and I don't have a manual. After setting everything up, I needed to connect the power switch. There are two pins labeled "PW" so I assumed those were for power, but it doesn't work. I've tried moving the power connector to different spots and flipping it over (I've tried every combination possible). I can't seem to get this system to even turn on. I've managed to have the system get power for about half a second where I see the CPU fan spin a little, but that's it.
I know the power supply works because I tested it in another sytem. It's a 300 watt PSU that isn't approved by AMD, but it should still be enough to let the system post right?
My friend told me that on the Asus A7V133, it must detect a fan connected to fan header 1. I've tried doing that and it still doesn't work.
Any suggestions? I'd really like to stay with this motherboard until I have enough money to buy a nice retail one. Thanks.

Make sure the motherboard isn't grounded to the chasis of the case. Try placing the board on a sheet of foam or something to that extent and try boot up outside the case.

I took out the motherboard and reseated it making sure that the screws and brass risers didn't make contact with any thing other than the board. Still doesn't work. I found a jumper labled JBAT1 so I assume that clears the CMOS. I've set it to both places 1-2 and 2-3 and it doesn't seem to work. I'll try again though. I'm beginning to think that this motherboard is dead.

Did you accidentally bump the power supply's 110/220V switch out of position?
