What could be causing slow upload speeds?

I have 1mbit (~120kB/s) upstream, and can cap it easily using multiple connections. However, when uploading via aim/gaim I'm limited to 70kB/s. When using Apache, 30kB/s per connection. I'm using Windows XP Pro sp2, have a software firewall (which I disabled to test this, it made no difference) and am behind a router.
 
I'll give it a shot. Anyone else? Any windows users here able to surpass 70kb with the AIM protocol or 30kb with apache? One thing I noticed - if one apache connection is using less than the allotted 30kb, the other will take up the slack so that the sum is 60. Could this be my OS? My router? My ISP?
 
i can run windows xp sp2 with apache 2.x and ftp programs and my wan speed is 512 up, and 1 connection can run the entire bandwidth. maybe run one of the speed test to verify you are really getting 1Mb/s all the time. also, connect to your site from the lan on a another computer and see what speeds you get, if it still 30KB/s then something is definately wrong, but i am not sure what...
