What could be causing slow browsing during the evenings?

Ok these are some of the things I've already checked off.

I have a cable connection, no router. Cable connection is through TWC. I can do a speedtest and get my advertised speeds, constantly. However, when I attempt to surf websites, that is when the slowdown occurs. I've tracerted to many sites including this one as this is one of many which are extremely slow. The latency occurs at an atdn.net server which is not on my local network. Everything in my local area is in single digits until it reaches the atdn which spikes up to three digits, roughly around 150-200.

Normally during the mornings surfing is ok.

I also cannot get to a few other sites or they are extremely slow. I'm just wondering what in the world could be causing this? I've spoken to someone at TWC and they said no outages or problems with my line.

that server is getting hit harder at night (more people surfing) and the router is overloaded. Complain, but I doubt much will happen, as it's probably not your ISP's

Like I couldn't get to digg.com last night but I had asked a few people who live in my state to attempt to connect and they said they could connect fine. Does this possibly mean it's an isolated issue? Or do you think it's just that perhaps their connection took another route to the specific site?

routes are generally stable and don't change much unless there is a failure.

maybe post a traceroute.

are they on the same provider, and do they have the same traceroute (i.e is the problematic hop in their list as well)
