Like others have said, it's more that we've had a clearer view of who Giuliani is than any major change.

Some people are attention-seekers to a fault; when asked to choose between doing the right thing or grabbing the limelight, they will always choose the limelight. Giuliani wasn't all that ethical to start with, but it's pretty clear he misses the "high" he got from 9/11.
