Someone gifted me a i7-4770S. I know its outdated and whatnot, but it will be great for an emulation PC. What sort of cards would be good to pair with this CPU such that they would not be overkill for it?

Thanks!

Thanks for the digging, it does seem there was a die shrink then for the RX 590, which I vaguely remember. I just wasn't sure. But that helps to be sure. Still, I do kinda recall them being pushed farther then optimal to meet performance targets.

As for Vega OC...I am not positive on this as it was a while since I had one to play around with, but I recall finding some tweaking threads on OCN that basically explained, yes, you could adjust something called HBM voltage or something, but that was kinda mislabeled, and was more of a voltage floor for the chip than an actual voltage target for the HBM. I do not exactly recall how or if changing the memory voltage was actually possible. Again, it's been a while, so I guess worth looking into again, certainly now with newer drivers.

but also because they will be limited to PCIe gen 3 x8 on your system, which may also contribute to the bottleneck.
I keep reading this, and it is simply not an issue.

I am typing from a 5700G + 660XT at the moment, and it performs as well or better, than it does, when paired with a 3700x X570 combo. SAM on for both. I am a 1440p 75Hz VRR gamer when not couch gaming. But I turn it off for evaluation.

As to the recommendations of a Polaris GPU, I would not gamble on one, even with someone else's money. Considering that it could have endured not one, but 2 mining booms. And because, on the bathtub curve/cradle to grave lifespan of a product, it is decidedly on the wrong end.
