She's looking for a car to replace her mini van. She often carries lots of things in the back, but she's retired and doesn't want something high where she needs to step 'up' into the drivers seat like a minivan or suv.

So I figure something that is like a modern station wagon would good for her.

Budget - I'm guessing 20k-30k, 35k absolute tops. Low budget is good if the car is quality. She doesn't need all the bells and whistles as much as she needs practicality and reliability.

Size matters. If she is going to give up her minivan, she's going to be missing a lot of space that she's used to.

Options/suggestions? (explanations helpful of course :))

Subaru Forester. Safest small SUV (according to IIHS crash testing), most reliable overall (according to Consumer Reports), AWD for inclement weather. I know you said you don't want an SUV but the Forester is quite low to the ground and even though it's classified a small SUV it's more like a wagon. Rides and drives just like a car since it's based off the Impreza platform.
