What can you do with a 230watt psu?

Okay here is my problem. I have a friend that gave me a bunch of these computer cases and it's just taking up space in my warehouse. The Computer Cases are brand new with a 230 watt power atx supply. I'm having a hard time selling it because everyone out there wants the newest products. I tried selling them at the flea market for $5.00 but nobody wants it. I tried putting it up on craigslist. Same thing. I tried to get a computer wholesaler to buy it but no luck.

I think my next option would be to build a super cheap budget system with all the old stuff I have here.

So what can I build with a ATX midtower case with a 230 - 250 watt ATX power supply?

Well it possible to do that, but we would need some more details on what PSU's that you have. The PSU's might be from the older standard and might not be worth building anything around them, don't know for sure. Depending on the cases that you have, those might be worth more than the PSU's alone.

how can i tell if it's from the older standard? What should I look for to tell the different between the two?

For all I know is that the computer cases are old. At least since 2001.

Well I'm not sure when the standard for the PSU's were changed, but I believe it was within the last couple of years, so a 2001 case/psu combo will be from the older standard. If you can read the sticker on the side of the PSU, that would give us some information about the PSU that is installed in the case. Most of the older PSU's had most of their power on the 3.3v and 5v rails, IIRC. Newer PSU's have most of the power on the 12v rails, since that is where the CPU and GPU get their power from.
The sticker would look something like this:
This is a Corsair 650tx PSU, which is quite new.

i was going to say it should say the atx standard on the sticker, but that corsair doesn't.

you should be able to tell the atx version it is by the mobo connectors, i believe.

I stuck pieces of my old PC setup into a Dell case and a 200ish watt PSU.

put in a 4400+ X2 CPU, Biostar mobo, 2 GB RAM, DVD-RW, & HSF. kept the 40 GB hdd that came with the Dell. also have a 7950 GT sitting around but not going to push my luck with the PSU
