Argonaut, I am amazed if that story is true. You have to be insane if you think that changing your email address will get you out of the payment. And doubly insane to jeopardize your credit over 20 bucks.
Trust me man: Pay the money.

These 2 companies run an ongoing record of every credit card, Loan, Mortgage. etc.. on every citizen on the United States. They can find you so easy
If you have blackmarks on your credit you will have trouble with
Employers (they run checks). Banks (loans for house, Car, Boat). Utilities(you will have to leave larger deposits as they cannot deny you Elec and Water). I'm not fortelling doom and I doubt it will come to this, but this is a genral idea of credit in this country.
Remember this Nation is built on theoretical debts and IOU and something has to keep it all in check. When someone skips out on an official debt(especially 20 bucks) it is an indication to these companies that your character is high risk and they would be wise not to give you any credit at all.

Note: All records drop off after 7 years and 10 years for official bankrupticies I believe. However, take not that credit records are similar to Traffic tickets and minor criminal offenses. They may 'drop' off your record like magic after some years, but you can bet your sweet little a** that there will always be a record out there and it can be pulled in an instant.
