I'll name 2. Education and military.

There's more of course. Courts of law, police, fire, roads, and so on. It irks me when conservatives play this game that they don't think govt can do anything, when we all know that they are far far FAR from being anarchists, and actually demand govt for a great many things (like the 'law and order,' the war in Iraq, the drug war, outlawing abortion, etc etc).

Granted, the govt cannot 'prevent' these unwanted pregnancies, but it can and should work to educate susceptible teenagers in how to avoid them, and in educating parents in how to help be better parents.

As soon as anyone is capable of creating children, they should bank the sperm/egg, castrait the males, give hysterectomies to the women, and grow the babies in jars. Problem solved. Next?

Create a charity that gives out welfare checks with an injectable contraceptive. Not shot; no check. It won't prevent teenage pregancy, though. Just dependency.

when they turn 13, put them in the barrel and feed them through a knot hole.

Teenage pregnancies has nothing to do with the lack of condoms or their availability.

How much is birth control? How often to do condoms break? Where does a 13-15 year old get the money to buy condoms or birth control?

Go to any CVS, Walgreens or Walmart. You can get a pack of 3 for ~$3.00(or less).

By saving their lunch money.
By working.
By asking their parents rather than the government.

Your idea of distributing out condoms in an 8th grade classroom as a solution to teenage pregnancy is laughable at best.
