What are the turbo clocks of the i7 3970X?

The turbo bins are the same as on the 3960X; 3/3/4/5/6/6. So for 6/5/4/3/2/1 threads that would be 3.7/3.7/3.8/3.9/4.0/4.0ghz respectively.
 
Does it really activate/deactivate turbo steps on the basis of core activity or does it go on the basis of power-consumption (current) and core temperature?

I ask because on both my 2600k and 3770k the turbo will kick in for all four cores provided the temperatures and power-consumption stays low while the cores are loaded (provided they aren't loaded with something silly-demanding like LinX).

Part of what clouds this is it is not entirely clear (to me) how much of the turbo-clocking is managed by the mobo versus what is managed by the CPU.
 
Turbo is TDP+Temp based (With max default +bin limits). All is handled by the CPU. Cept if a mobo bypasses it...like Asus. 😉
