What are the settings to connect to the network with Windows ME?

I am constantly getting the message that windows is unable to access the network.I am using Windows ME ,connected to the 2Wire homeportal from a Realtek RTL8139/810XFamily Fast Ethernet NIC using a Ethernet cable .I could not install the homeportal software,only the driver for the Ethernet card.The software is loaded on the other computer which is a Windows XP and is connected with a USB cable to the 2Wire Home portal.
We have researched EVERYWHERE on the proper settings to allow both computers to enable file sharing.I am still getting the message that I cannot access the network.Also when I click on a folder that I want to share,and click file, properties, the sharing tab never shows up for any folders.I was told by Dell,that 2Wire is not capable of networking two computers together that I need a Router.I am also told by SBC Yahoo that we don't need a router and that all we need are the correct settings.Why can't my computer connect to the network?How can I connect my computer to the network?I have an active DSL internet connection but my computer does not let me have access to the network.I have checked and unchecked settings everywhere on my computer following directions everywhere on how to enable file sharing but my sharing tab still never shows up.Dell says it doesn't show up because I am not connected to the network.PLEASE,before I pull every last hair out on my head could you PLEASE tell me how I can connect to the network?
 
OK, I looked at the 2wire home portal. It will limit you to a 10BaseT connection, as will the USB link; If you want to share larger files, I would suggest using a 10/100 hub or switch, another NIC, and uplink to the ethernet jack on the home portal.
This does two things; it gets rid of the USB doggyness on the lan, and sets your LAN portion on a good stable setup for TCP/IP.
For the filesharing issue, you need to enable file and printer sharing in network--connection--properties, and then your fileshares should be ready to be enabled.

I have already done that and checked it over a hundred times since but my sharing tab still doesn't show up.What could be the problem?
 
Well.after pulling all my hair out I just decided to reformat and guess what! The file sharing tab shows up now ,so for some reason it didn't get installed the first time I loaded Windows ME.I wonder why it never prompted me for the disk though.Oh well, I figured out how to connect both computers to the network and everythings working great! Whew !
