What are the best forums for programming questions?

How about for how to install programs into Windows 98 vs. Windows 2000 if it's an unsupported program whose default installation only works properly when installed into Windows 98.

i found experts-exchange to provide a lot of answers that others couldn't...although it required either a fee or answering quiet a few questions first to get answers to my own questions.

I dunno about the second one...theres really no "forum" for that sorta thing...just gotta ask around about the specific prog and see if anyone has an answer....
