Foreign, or foreign language? Rabbit Proof Fence is a great movie, it's Australian. I liked Amelie too.

i liked "Maria Full of Grace" (about a girl and smuggling drugs). Saw it in my spanish class (the movie is all in spanish)

Battle Royale was good. And I saw this one japanese movie that was about this kid/guy and a bunch of dreams he has through out his life. That was pretty cool too.
 
The Apu trilogy.

Pather Panchali, Aparajito, Apu Sansar. The director, Satyajit Ray, has other good movies as well.
