What are good CS/CE schools *not* in the U.S.?

i know the University of Waterloo (Canada) has a top notch cse program (i've heard this from people in industry)... and Shanghai JiaoTong (China) as well (judging by how well they do in competitions... they beat out MIT!). any others?

Even though you already mentioned it, Univ of Waterloo is the first one that pop into my mind. It is an EXCELLENT school as far as CS/CE goes.
