I think they're cut so they look good with jeans; this means that they flare out at the bottom so they aren't interfered with when you put boots on.

boot-cut cuts way lower to the waist, not like the original bell-bottoms of the 60's where you look silly with the jean's waist line almove ABOVE the belly button

Also...

From Wiki:
Bell-bottoms became very fashionable in the 1960s, both for men and women. In the mid 1990s they became popular again in women's and men's fashion in Europe spreading to the Americas. They were initially reintroduced as "boot cut" with a slight flare leg. Over time the width of the hem grew wider and the term "flare leg" was favored in marketing over the term "bell bottom". As with boot cut hems, the trend began in Europe and spread rapidly around the world. Today both boot cut and flare leg pants remain popular both in denim and higher quality office wear. In menswear straight leg also gave way to boot cut looks, again initially in Europe, and has made its leap into flare leg, for officewear, the same as what happened in womenswear. In most cases men's boot cut and women's boot cuts differ. Women's boot cut jeans are tight to the knee and then flare out slightly to the hem while men's boot cut jeans are usually flared/loose all the way from crotch to hem, but can be the same as womens and flare out at the knee.

You can't really see it. I have 3 pairs of boot cut jeans and you can't really see the flare except on one of them because they're a lot tighter. My other 2 are looser so you can't really tell. I pretty much buy boot cut + low rise now. It's the way to go.

What's a good brand and model?

Personally, I love Express jeans, but that's just me. They're not too expensive, although definitely a bump up from your cheapest jeans. Banana Republic jeans fit well too, but they're a tad more pricey (with F&F discount, it came out to be $60). Somehow BR jeans fit better than Gap jeans, and I don't know why. My Gap jeans come out way too tight despite being the exact same dimensions and "low rise boot cut."

That said, you don't HAVE to go with boot cut. I have some straight cut jeans too, and they're not bad at all.

I am not a fan of straight cut jeans. Boot cut is the way to go for me.

I prefer GAP jeans. Express jeans don't fit me right. B.K.E. is good too, although expensive. The flair on those jeans is very noticable but I like them. Now I just need some cash to get new jeans as my waist shrinks.

Straight jeans feel really restricted around my ankles. Boot cut provides a much looser feel, which I like. I don't wear boots but normal sneakers.

Boot-cut means the hem is larger than the knee of the jeans. Bell bottoms are a type of boot-cut. Bell bottoms have more of a curved flare, shaped like a bell, whereas modern boot-cuts normally have a linear increase in width from knee to hem. The length of the jeans' rise (the fabric from crotch to waistband) doesn't define boot-cut or bell bottoms, it's just a marker of the style of the time.

I'd like to point out that how trim or loose the jeans are cut is another issue entirely. There are rapper-sized jeans that are tapered (slimmer at the hem than the knee) and skin tight jeans that flare (girl's jeans).

They are straight up to the knee then flare out gradually, not like a bell bottom .

They are also loose boot cut jeans which are a little looser down to the knee then flare out.

My favorite type of jeans

I only buy bootcut. Then again, it makes no difference at all since I can't find a pair that fits my shortness. End up cutting off the few inches of flaring anyways.
