its not an R480 core like i thought they were meant to be.... its an R430. which means im stuck at less than 10% OC
ive never had a card that OC this badly

you Do realize that "more" is NOT better. More AS5 will make it run hotter. . . use the THINNEST possible layer.
and the later r430s o/c just as well as the 480s

Dude, r430 = bad OC. It's like set in stone. The r423 and r480 are good, those are from the x800xt/x850xt cards. You've got a x800xl core, and there's just no way it'll reach anywhere close to 500mhz, nevermind 600.
Atitool only reports what's in the bios, so maybe the previous owner tried to flash a r480 bios, but that wont improve anything.

with AC5 the rule should be: "put less on, [not] moron"
ANYway, you might check to see IF you card's BIOS was flashed . . . and flash it back, if so.
Sorry to hear of your bad luck. Many of the later r430 cores were not bad o/c'ers . . . and i am genuinely surprised that your vRAM can only manage +10%.
