Just to humor you... civilians would be enough to take out 1,000,000 invaders spread across the borders. I'll pick the western coast as it is more likely than the eastern. In California alone there is a population of about 35,000,000. That's 35:1 not to mention how many of them would be armed. The civilians being a native of the state of Cali would undoubtedly know their way around Cali better than anyone else. So without a more elaborate battle plan on your part, that invasion has failed before it begun.
Read again. Each beach landing is 1,000,000 people.
Also, most people in California would be too busy:
-getting high
-shopping
-joing the other side vs. the Evil Bush Administration
-pressuring for a peaceful resistance
-fleeing to a state where they'll actually be safe

To me, that reads the multiple beach landings are going to be upward of a million each.
upwards of 1,000,000 just means an amount over 1,000,000 that was rounded down. 1,000,001 is upwards of 1,000,000... 2,000,001 is upwards of 2,000,000.
