The proposed bill would double border securty personnel, at a cost of $30 billion. I fail to see how that is merely making it look like they're doing something about it.

The bill would double border security personnel and fund the building of 700 miles of additional fencing. None of that depends on the POTUS "enforcing the law." We're talking about erecting physical barriers and putting more cops on the border.
 
We're already seeing selective enforcement via executive order. More border agents and more fences aren't going to change that.

If the existing population of illegals is granted amnesty, and the border is locked down, I fail to see the relevance of what you call "selective enforcement." Border cops and walls are physical barriers. They do not depend on deportation policy. And if those already here are given amnesty, deportation is only relevant with regard to the smaller numbers who continue to arrive. Since the current administration is deporting more people than the previous administration, I'm thinking this is not a major concern.

Of course not, the calls for a "secure" border are an intentionally impossible standard so that Republicans can pretend to be anything but xenophobic and (quite reasonably) afraid of not getting the votes of citizens they've ritually shat upon for years and years. They don't want to stop being xenophobic and shitting on immigrants, and for some reason GOP "outreach" and messaging efforts like having a Cuban senator shit on immigrants instead of white senators don't seem to be making much headway, so they'd rather simply let the serious problems facing America fester, rather than doing their jobs and suggesting a real life solution.

It actually is a lot like health care. Everyone knows it was/is completely broken, but it's easier to act like any proposed solutions are Satan's vilest plan rather than provide an actual solution. No one thinks Obamacare is anything like ideal, but it's better than how things were before, and there's literally no other alternative on the table (except something sane like government-option health care like the rest of the civilized world has). No one thinks amnesty for illegals is an ideal solution, but we can't just whine away the problem of having hard-working, tax-paying immigrants with no path to citizenship and not under the protection of America's laws and institutions.

The CBO says it will substantially reduce the budget deficit.

The border fencing was funded, and earmarked years ago, and still hasn't been completed nearly as was laid out. So now we're going to re-fund it????
