The bill would double border security personnel and fund the building of 700 miles of additional fencing. None of that depends on the POTUS "enforcing the law." We're talking about erecting physical barriers and putting more cops on the border.
We're already seeing selective enforcement via executive order. More border agents and more fences aren't going to change that.

No, but it will stem the flow across the border. This is a compromise bill that provides amnesty in exchange for border security. If the existing population of illegals is granted amnesty, and the border is locked down, I fail to see the relevance of what you call "selective enforcement." Border cops and walls are physical barriers. They do not depend on deportation policy. And if those already here are given amnesty, deportation is only relevant with regard to the smaller numbers who continue to arrive. Since the current administration is deporting more people than the previous administration, I'm thinking this is not a major concern.
