Welcome Screen Password help?

My friend locked himself out of windows and the password on the welcome screen isn't correct. So now he can't get in. I have an array of boot cd's windows cd, and linux cd's. How can i get in and change his password back?

I've already tried safe mode and administrator. It didn't work?
